Requires deputy directors, first deputies, and deputy chairs of principal state departments to be nominated and appointed by the governor (or single executive of a department or chair of a board) subject to Senate advice and consent.

Extends Senate advice and consent requirements to multiple deputy directors, first deputies, or deputy chairs serving in the same role within a single department.

Requires nominees for positions subject to Senate advice and consent to file financial interest disclosures within thirty days of nomination, in addition to existing disclosure deadlines.

Amends Hawaii Revised Statutes sections 26-31 and 84-17 to implement these changes to appointment procedures and financial disclosure requirements.

Effective upon approval.
