Amends Section 103D-709 of Hawaii Revised Statutes to modify how cash or protest bonds are handled in procurement administrative proceedings.

Requires bonds to be returned to the initiating party, minus twice the amount of administrative costs determined by the office of administrative hearings.

Mandates full forfeiture of the bond to the general fund only if the initiating party loses the proceeding AND the office of administrative hearings finds the appeal was frivolous or made in bad faith.

Effective date is June 30, 3000.
