Requires the Office of Planning and Sustainable Development to conduct a carrying capacity study of Makena State Park in Maui County to assess the park's ability to sustain visitor and resident use without degrading natural, cultural, or recreational resources.

Study shall evaluate existing use restrictions and management practices including park hours, entrance fees, and parking fees, and assess the effectiveness of potential closures or other visitor restrictions for sensitive areas.

Study shall propose long-term management options to reduce human impact on natural resources, cultural resources, and native species within the park.

Office of Planning and Sustainable Development must consult with Maui County, community organizations, and other relevant entities during the study.

Appropriates funds from general revenues for fiscal year 2023-2024 to conduct the study, with findings and recommendations due to the legislature by July 1, 2024.
