Amends Section 103D-303 of Hawaii Revised Statutes to restrict disclosure of competing offerors' proposals and evaluation scores during debriefing sessions requested by non-selected offerors.

Procurement officers may only disclose a summary of scores to non-selected offerors during debriefing, not individual competing offerors' proposals or evaluation scores.

Permits disclosure of competing offerors' proposals and evaluation scores only after any protest is resolved and the contract is executed.

Non-selected offerors must still request debriefing within three working days after contract award posting and file any protest within five working days after debriefing completion.

Takes effect June 30, 3000.
