Authorizes government agencies to wheel (transmit) electricity produced by their own renewable energy facilities to other government agencies over existing utility transmission lines.

Requires the Public Utilities Commission to open a docket to determine compensation rates for electric companies acting as transmitters and other terms to ensure wheeling serves the public interest.

Mandates consideration of workforce and community agreements with stakeholders potentially impacted by wheeling projects, and compliance with the Build America, Buy America Act if federal funding is used.

Excludes member-owned cooperatives from wheeling provisions and defines wheeling as transmitting electric power from one government agency's generation point to other government agencies' facilities over third-party utility lines.

Becomes effective July 1, 2050.
