SB 116 - Special Number Plates for Duke Kahanamoku

• Authorizes the director of finance to issue special commemorative license plates honoring Duke Kahanamoku to any state resident who applies and pays required fees.

• Requires written permission from Malama Pono, Inc. (owner of Duke Kahanamoku trademark) before plates can be issued, with all proceeds benefiting the Outrigger Duke Kahanamoku Foundation.

• Establishes plate design requirements including compliance with state specifications, dimensions not exceeding 4.5 inches by 4 inches, and prohibition of obscene content, trademark infringement, product advertising, religious promotion, or discriminatory messaging.

• Directs the director of finance to charge fees covering production costs and a fundraising fee determined in consultation with the Outrigger Duke Kahanamoku Foundation, with renewal subject to an additional fundraising fee if implemented.

• Revenue from fundraising fees shall be deposited in a separate county account for the Outrigger Duke Kahanamoku Foundation to fund water safety, swim education, and athlete development programs across Hawaii.

• Allows revocation of all special plates if fewer than 150 registered owners obtain them within three years of initial issuance.

• Takes effect July 1, 2024.
