Establishes a financial literacy pilot project in elementary, intermediate, and high schools within the Castle-Kahuku complex area during the 2024-2025 and 2025-2026 school years.

Requires the Department of Education to include financial literacy teaching in the existing personal transition plan requirement for each student.

Allows schools to develop their own financial literacy program based on stakeholder input or provide financial literacy systemically within their school program.

Defines "financial literacy" as curriculum addressing financial skills, personal financial management, budgeting, debt, credit, and tax planning.

Takes effect upon approval.
