Designates the vice president for budget and finance and chief financial officer of the University of Hawaii as the chief procurement officer for the University of Hawaii, removing this responsibility from the president.

Authorizes issuance of $20,000,000 in general obligation bonds for the University of Hawaii to renew, improve, and modernize facilities systemwide, with unencumbered funds lapsing on June 30, 2026.
