Requires the school facilities authority to prioritize renovating, improving, and expanding existing public school facilities and classrooms to increase pre-kindergarten student capacity, rather than constructing new facilities.

Amends the $200,000,000 appropriation from Act 257 (Session Laws of Hawaii 2022) to specify that funds must be used to the greatest extent possible for renovation and expansion of existing public school facilities for pre-kindergarten programs.

Modifies Act 46 (Session Laws of Hawaii 2020) to require that all children three years of age and older have access to enrollment in a public preschool program by the established benchmarks of 50% enrollment by December 31, 2027, and 100% enrollment by December 31, 2032.

Requires the school facilities authority to submit a report to the legislature by 20 days before the 2024 regular session detailing renovations completed, identifying additional facilities available for conversion, and estimating costs for pre-kindergarten expansion.
