Defines three new terms for the Office of Information Practices: "guidance" (written discussion of legal and factual issues without rising to opinion level), "opinion" (written discussion with findings and conclusions on inquiries), and "ruling" (written opinion providing firm and final legal determination of disputed issues).

Amends the director's powers to allow issuance of written guidance concluding that an agency denial of access will likely be upheld, including reasons and notification of judicial rights, eliminating the need for further office action.

Extends the same guidance option to complaints about board violations of the Sunshine Law (Part I of Chapter 92), allowing the office to issue guidance concluding a board likely did not violate the law instead of requiring a full ruling.

Makes minor grammatical corrections, replacing "which" with "that" in two statutory provisions.

Takes effect on July 1, 2112.
