• Department may partner with nonprofit organizations to ensure sustainability and success of the management system, similar to models used at Haena State Park.

• Current limited access requirements at Kaena Point State Park's Makua and Keawaula sections must remain in place until the department and community stakeholders determine that proper measures have been implemented to address misuse and enforcement issues.
