Authorizes the Department of Land and Natural Resources to establish limited entry commercial fisheries for fisheries not subject to federal regulations to ensure sustainable fishing and balance economic interests.

Amends Hawaii Revised Statutes Section 189-2 to allow the department to limit the number of commercial fishing participants or vessels for state-regulated fisheries when appropriate or necessary.

Maintains existing requirements that persons taking marine life for commercial purposes obtain a commercial marine license, with single vessel licenses satisfying requirements for all crew aboard validly-licensed vessels.

Requires Hawaii longline vessel licensees to file annual reports with the department containing crew member information including identity, nationality, arrival date, and departure date.

Effective date: July 1, 2050.
