Amends treatment purchase of services rules to streamline procurement by eliminating the requirement that services become necessary "from time to time" and cannot be anticipated, replacing it with a simpler standard that the need for treatment services is "unanticipated and arises from time to time."

Establishes new conditions for treatment services purchases: limited to one-time purchases not exceeding $100,000 and not lasting longer than one year, and services must be generally accepted practices by the industry or profession.

Increases the small purchase threshold for health and human services from less than $25,000 to less than $100,000.

Allows heads of purchasing agencies (rather than just the chief procurement officer) to publish notices inviting provider qualification statements and to establish lists of qualified providers for treatment services.

Requires treatment services contracts exceeding $100,000 or lasting more than one year to use alternative procurement methods under section 103F-401 instead of the competitive purchase process.
