Amends section 346-17.6 of Hawaii Revised Statutes to modify requirements for providers of no cost emergency shelter and related services to minors

Requires providers to document efforts to contact minors' parents, guardians, or custodians and take steps to ensure minors under juvenile justice or child welfare system jurisdiction obtain services from those systems

Expands definition of "provider" to include organizations that conduct criminal background checks annually, maintain separation between unrelated adults and minor children, serve no more than five minors daily, maintain admission registers, and coordinate with the Department of Human Services

Makes permanent the amendments to the "provider" definition that were previously set to expire on June 30, 2023, by removing the sunset provision from Act 23, Session Laws of Hawaii 2021
