Requires the Office of Planning and Sustainable Development, in consultation with state agencies, to develop a standardized process for assessing the vulnerability of state-owned and managed facilities to sea level rise.

The standardized vulnerability assessment process must include a procedure and template for assessing and reporting facility vulnerability, plus guidance for agencies on how to conduct vulnerability assessments.

Appropriates an unspecified amount from general revenues for fiscal year 2023-2024 to fund development of the standardized vulnerability assessment process.

Over 275 state facilities across 20 agencies are located within the sea level rise exposure area identified in the 2017 Hawaii Sea Level Rise Vulnerability and Adaptation Report under the 3.2 feet sea level rise scenario.

Takes effect on June 30, 3000.
