Requires all public high schools in Hawaii (excluding charter schools) to begin school days at 9:00 a.m., effective with an unspecified future school year.

Requires all public elementary and middle schools in Hawaii (excluding charter schools) to begin school days no earlier than 8:30 a.m.

Allows the Board of Education to grant waivers to schools subject to these start time requirements through policies and procedures it shall adopt.

Requires the Department of Education to adjust state-provided school bus and school meal schedules to align with the new school day start times.

Specifies that "school day" includes any "zero period" or extra period offered before regular classes begin, and schools must still meet minimum instructional time requirements under existing law.
