• Clarifies that emergency management powers must comply with both the U.S. Constitution and the Hawaii State Constitution.

• Expands the Comprehensive Emergency Management Plan to explicitly include mitigation and recovery functions, not just preparedness.

• Shortens the automatic duration of price control and eviction prohibitions during emergencies from 96 hours to 72 hours after a proclamation.

• Defines "severe warning" to include alerts issued by the National Weather Service, Pacific Tsunami Warning Center, U.S. Geological Survey, and other public authorities for coastal inundation, high surf, flooding, volcano, tsunami, or hurricane events.

• Clarifies the governor and mayors' authority to extend or terminate states of emergency through supplementary proclamations and specifies allowable uses of the Major Disaster Fund, including up to $250,000 annually for the emergency management reserve corps.
