Exempts the Department of Education from electronic procurement system requirements for small purchases of goods and services under $100,000 and construction under $250,000.

Requires at least three quotes for Department of Education purchases of $5,000 to less than $15,000 for goods, services, and construction.

Requires at least three written quotes for Department of Education purchases of $15,000 to less than $100,000 for goods and services, and $15,000 to less than $250,000 for construction.

Applies to the Department of Education only, which operates 295 schools and employs 42,000 salaried and part-time employees.

Takes effect upon approval.
