Requires a minor student's parent or legal guardian to produce the certificate of release when transferring schools, rather than the student themselves.

Allows emancipated minors to produce their own certificate of release when transferring schools.

Removes the distinction between transfers within the same complex area and transfers to different complex areas, applying the same requirements to both.

Exempts McKinney-Vento eligible students, including unaccompanied youth not under the physical custody of a parent or legal guardian, from these transfer requirements.

Effective date: January 1, 2024.
