Establishes the Hawaii Educational Expenditure Trust Fund as a separate fund within the Department of Education to supplement existing funding for educational programs and opportunities.

Trust fund may receive contributions from state appropriations, counties, tax remittances, private donations from corporations, foundations, and individuals, with investment income retained for growth.

Department superintendent has sole responsibility for administering and investing trust fund assets in the state investment pool to maximize returns while preserving principal.

Trust fund assets may be allocated for grantmaking, department operations, student education programs, school facilities, and public education support activities.

If the trust fund is terminated, any unspent state appropriations shall be distributed to the Department of Education's school-based budgeting account (EDN100).
