Establishes the infant and early childhood mental health program within the department of health to provide mental health services for children from birth to age five.

Program shall focus on enabling children to form secure relationships, manage emotions, and explore their environment within the context of family, community, and culture.

Requires the program to develop flexible service delivery strategies and workforce training in early child care, home visitation, and early intervention settings, emphasizing trauma-informed care.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 for program establishment and operations, including an unspecified number of permanent full-time equivalent positions.
