Authorizes counties to include labor standards provisions in zoning ordinances, including living wages, benefits, and apprenticeship program requirements for construction projects.

Expands prevailing wage requirements under Hawaii law to cover off-site construction where portions of buildings or work are manufactured or constructed for public work projects.

Requires prevailing wage requirements to apply to affordable housing projects developed on public lands set aside by gubernatorial order.

Removes a restriction preventing projects with other governmental financing from qualifying for prevailing wage exemptions under section 201H-36(a)(5).

Effective July 1, 2050, with existing amendments to prevailing wage and affordable housing provisions continuing beyond their June 30, 2030 repeal date.
