Allows enforcement under section 321-20(1), which permits administrative penalties up to $1,000 per day regardless of prior violations, creating a stronger deterrent against unlicensed operations.

Addresses the legislature's finding that unlicensed care homes charge up to $8,000 per month per client while the prior penalty structure allowed operators to financially benefit from illegal operations.

Effective date: July 1, 2050.
