S.B. 1384 Summary

• Renames the "Hawaii workforce development council" to "Hawaii workforce development board" to align with the 2021 General Appropriations Act and federal Workforce Innovation and Opportunity Act terminology.

• Requires the Hawaii workforce development board and local workforce development boards to develop written conflict of interest policies consistent with federal law (P.L. 113-128, 29 U.S.C. § 3111(f) and 3122(h)) and federal regulations, prohibiting board members from voting on or participating in matters involving their own services or direct financial benefits.

• Requires the governor to select the board chairperson from among the seventeen private sector members rather than allowing the governor to appoint any chairperson.

• Adds new duties for the Hawaii workforce development board, including coordination of local workforce development boards to improve service quality and development of a comprehensive workforce development system.

• Repeals the requirement for the Department of Labor and Industrial Relations to submit annual reports to the legislature on the K-12 agriculture workforce development pipeline initiative.
