Requires airport tenants, users, and contractors to reimburse the Department of Transportation for the entire amount of fines levied by federal, state, or county agencies for violations of environmental protection laws or U.S. Department of Homeland Security rules (including Coast Guard, Customs and Border Protection, and Transportation Security Administration).

Authorizes the department to demand, collect, and deposit reimbursements into the airport revenue fund, including costs and expenses incurred to enforce this requirement.

Allows the department to enter into capital advancement contracts with private parties for airport improvements or construction if the director finds that private development is less costly, more timely, or needed because public financing is unavailable.

Permits contracts valued at $5,000,000 or less to be executed without legislative approval; contracts exceeding $5,000,000 require legislative approval via concurrent resolution.

Caps the total aggregate value of all capital advancement contracts at $50,000,000 per calendar year, with contracts subject to requirements of chapters 103 and 103D and state audit.
