Grants resident tuition fees at University of Hawaii campuses to high school graduates from Hawaii who enroll in undergraduate degree programs, provided they graduated within ten years of enrollment.

Maintains existing residency requirements for non-high school graduate applicants: twelve consecutive months of bona fide state residency and not being claimed as a dependent by nonresident parents for twelve months preceding enrollment.

Exempts the dependent claim requirement when a parent claiming the student is entitled to do so under a child support order or divorce/legal separation agreement, provided the other parent and student meet residency criteria.

Simplifies enrollment access for local high school graduates, including homeless students and those with complex family situations who may struggle to prove traditional residency.

Effective date: June 30, 3000.
