Exempts University of Hawaii and Board of Regents contracts for research and training from Hawaii Public Procurement Code when funded by grant moneys or moneys from the research and training revolving fund.

Requires Board of Regents to develop internal policies and procedures for research and training procurements consistent with public accountability and procurement practices goals.

Authorizes University of Hawaii President to delegate procurement authority for research and training to the Vice President for Research and Innovation.

Removes requirement for Board of Regents to develop internal policies for construction procurement.

Requires Board of Regents to submit reports to the Legislature describing procurement policies, protest procedures, litigation summaries, and lists of exempt research and training contracts.
