Amends Hawaii Revised Statutes Section 92-10 to expand the state's sunshine law requirements to legislatively appointed bodies, including task forces, working groups, special committees, and select committees comprised entirely of state legislators.

Requires sunshine law provisions and Part IV requirements to apply to legislatively appointed bodies, taking precedence over conflicting senate or house rules and procedures, unless a specific exemption is articulated in the bill or resolution establishing the body.

Mandates the senate and house of representatives to jointly or separately hold public hearings or briefings on a biennial basis to gather professional and public feedback on how chamber rules can better implement the sunshine law's intent.

Effective July 1, 2023.
