Amends Section 103D-303 of Hawaii Revised Statutes to allow offerors to revise proposals after submission and prior to award to obtain best offers or best and final offers.

Authorizes purchasing agencies to use five alternative negotiation methods when specified in the request for proposals: awards based solely on proposal ranking, discussions leading to best and final offers, serial negotiations starting with the highest ranked proposal, competitive simultaneous negotiations, or a combination of these methods.

Removes the requirement that contract awards be made solely based on price and evaluation factors set forth in the request for proposals.

Eliminates the requirement that the contract file contain documentation of the basis on which the award was made.
