Amends Hawaii Revised Statutes Section 11-355 to require all public contracts subject to Chapter 103D must include a provision documenting that contractors agree to be subject to campaign finance prohibitions and penalties under Part XIII of Chapter 11.

Prohibits any person entering into a state or county contract from directly or indirectly making contributions to candidate committees, noncandidate committees, candidates, or for any political purpose between contract execution and completion.

Prohibits contractors from knowingly soliciting contributions from any person during any period while under a public contract.

Amends Section 103D-101 to require public contracts include a provision documenting contractor agreement to comply with Section 11-355 prohibitions and penalties for violations related to campaign finance laws.

Takes effect upon approval.
