Amends Hawaii Revised Statutes section 103D-304 to allow purchasing agencies to use a list of qualified professional service providers for up to three years from the date it was prepared when soliciting for the same professional service.

Permits agencies to waive requirements for professional service providers on a previously prepared list to submit updated qualifications and expressions of interest for at least three years from the date the original list was created.

Modifies contract award language from "on the basis of" to "based on" demonstrated competence and qualification, and changes "which" to "that" in references to disqualifying information.

Requires contracts for professional services of $5,000 or more to be posted electronically within seven days and remain posted for at least one year, including names of submitted persons, award recipient, contract dollar amount, selecting official, and any relationships.

Maintains existing procurement procedures including selection committee review, ranking of minimum three qualified persons, negotiation protocols, and provisions for debriefing and protests by nonselected providers.
