Appropriates $50,000,000 for fiscal year 2023-2024 and $50,000,000 for fiscal year 2024-2025 to develop the First Responders Technology Campus and Cybersecurity Data Center on tax map key 9-5-002-057.

Designates the Hawaii Technology Development Corporation to expend the appropriated funds for the project development.

Establishes a co-located facility in central Oahu outside the inundation zone to house federal, state, and county first responders' headquarters and training facilities.

Allows appropriations to remain unencumbered beyond the fiscal biennium, with any remaining funds lapsing on June 30, 2025.

Takes effect on July 1, 2050.
