Department of Health, Department of Human Services, and Department of Education shall research rules, policies, and plan amendments to ensure medically necessary services including applied behavior analysis are covered for individuals 26 years of age or younger with neurodevelopmental disorders, autism spectrum disorder, and fetal alcohol spectrum disorders.

Coverage shall be ensured under three programs: the early and periodic screening, diagnostic, and treatment benefit under Medicaid; state special education services and programs; and the Medicaid section 1915(c) home and community based waiver for individuals with intellectual and developmental disabilities.

Appropriates unspecified general revenue funds for fiscal year 2023-2024 to the Department of Human Services to conduct the required research.
