Authorizes the Department of Budget and Finance to issue special purpose revenue bonds up to $20,000,000 to assist West Maui Hospital Foundation, Inc. with design, construction, equipment, and infrastructure for West Maui Hospital and Medical Center in Maui County.

Requires the County of Maui to serve as guarantor for all debt service payments on the special purpose revenue bonds issued under this Act.

Authorizes the Department of Budget and Finance to issue refunding bonds after June 30, 2028 to refund the original bonds, provided federal tax exemption requirements are met.

The authorization to issue bonds expires on June 30, 2028.

The Act takes effect on December 31, 2050.
