Establishes the Aerospace and Aeronautics Development Program within the Hawaii Technology Development Corporation to coordinate space-related activities and promote aerospace industry growth in Hawaii.

Director shall be appointed by the governor with expertise in space-related activities and will oversee planning, evaluation, and coordination of aerospace industries including applied optics, astronomy, aviation, environmental monitoring, robotics, drones, and commercial space launch.

Director responsibilities include forging partnerships between University of Hawaii and businesses, facilitating technology transfer, seeking federal research grants, promoting workforce development, and serving as a central point of contact for aerospace inquiries.

Program prohibited from authorizing or facilitating launch of any space vehicle carrying weapons of destruction, nuclear waste materials, or using radioactive materials as a power source.

Appropriates unspecified funds for fiscal years 2023-2024 and 2024-2025; takes effect July 1, 2050.
