Amends Hawaii Revised Statutes Section 103-7 to exempt capital improvement projects for existing facilities at state small boat harbors and state parks from requiring prior authorization by the legislature and governor.

Allows the Department of Land and Natural Resources to proceed with repair, maintenance, and construction projects at these facilities without waiting for legislative approval.

Intended to address the extensive backlog of critical infrastructure repairs and maintenance at state small boat harbors and state parks by streamlining the approval process.

Effective date: July 1, 2112.
