Requires the Department of Agriculture, in collaboration with the Hawaii Interagency Council on Homelessness, Department of Land and Natural Resources Division of Forestry and Wildlife, Department of Health Food Safety Branch, and the County of Maui Axis Deer Task Force, to develop and implement a plan expanding meat processing and distribution capacity in the State.

Plan shall allow meat from axis deer and other wild game to be processed for distribution by nonprofit food distribution services to under-resourced communities by July 1, 2024.

Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to the Department of Agriculture for plan development and implementation.

Addresses shortage of processing facilities across the State that limits smaller-scale ranchers and hunters and prevents donation of wild game meat to food banks and nonprofit services.

Act takes effect July 1, 2050.
