Requires the University of Hawaii College of Tropical Agriculture and Human Resources to conduct a study assessing the effects of heat stress on beef cattle during interisland ocean transport.

Study shall evaluate core body temperatures and stress-related blood biomarkers of grass-fed market and cull cattle before, during, and after transport; environmental conditions inside shipping devices; and carcass quality and animal performance measurements.

University shall consult with livestock industry stakeholders and may request assistance from the Department of Agriculture or other state departments.

University must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2025 regular session.

Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to conduct the study.
