Establishes additional funding sources for the state archives preservation and long-term access special fund to digitize Hawaii's documentary heritage, photographs, phonographic music, and audio-video collections for unrestricted public online access.

Deposits into the special fund: (1) all revenues from state archives service fees, (2) legislative appropriations for special archival projects of unique historic value, and (3) all interest earned on fund moneys.

Authorizes the comptroller to expend moneys from the fund for staff positions, administrative costs, and operational expenses of the archival preservation program.

Establishes a $1 state archives preservation fee for each document filed or registered by the public with a governmental entity and designated as permanent on authorized records retention schedules, with fees deposited into the special fund.

Appropriates unspecified sums from general revenues for fiscal years 2023-2024 and 2024-2025 to be deposited into the special fund, and appropriates unspecified sums from the special fund for preservation and long-term access to government records.
