Requires the Department of Business, Economic Development, and Tourism (DBEDT) to collaborate with the University of Hawaii on workforce development activities supporting the Hawaii Pacific Hydrogen Hub and the state's hydrogen energy industry.

Appropriates funds from general state revenues for fiscal year 2024-2025 to DBEDT for development of the Hawaii Pacific Hydrogen Hub (specific dollar amount left blank in bill text).

Establishes Hawaii's participation in the U.S. Department of Energy's Regional Clean Hydrogen Hubs program, which provides $7 billion nationally to establish up to ten regional clean energy hubs.

Identifies the Hawaii Pacific Hydrogen Hub as a public-private consortium leveraging $500 million in private investment paired with $500 million in matching federal funds for hydrogen production, processing, delivery, storage, and end-use applications.
