Establishes the Beneficial Treatments Advisory Council within the Department of Health to review and recommend new medicinal treatments for mental health conditions.

Council membership includes five ex officio voting members: the executive director of the office of wellness and resilience (chair), the attorney general, the chairpersons of senate and house health committees, and the chairperson of the state council on mental health.

Council also includes four appointed members: a licensed physician or advanced practice registered nurse authorized to prescribe psychotropic medication, a physician specializing in substance abuse and psychiatry, one representative from an organization advocating therapeutic use of plant-based psychedelic modalities, and one representative from an accredited research institution providing training on psychedelic modalities.

Council shall examine federal, state, and local laws regarding mental health treatment; review medical and scientific research on treatment safety and efficacy; examine professional requirements in other jurisdictions; develop a long-term strategic plan for availability of therapeutic psilocybin, psilocybin-based products, and methylenedioxymethamphetamine (MDMA) for adults 21 and older; and advise the Department of Health on new treatment options.

Effective date is December 31, 2050.
