Establishes a food and product innovation network within the Agribusiness Development Corporation to support Hawaii businesses in developing and commercializing value-added products and capitalizing on the "made in Hawaii" brand.

Network includes four partner members: Department of Education food and product innovation center in Kekaha (Kauai), foreign-trade zone facility in Hilo (Hawaii), University of Hawaii Maui College food innovation center (Maui), and University of Hawaii Leeward Community College value-added product development center in Wahiawa (Oahu).

Network shall provide resources including courses on food development, entrepreneurship, and business management; support from early-stage trials to commercialization; commercial production with export certifications; and process optimization advice.

Limits each county to no more than two facilities producing products labeled "made in Hawaii," "produced in Hawaii," or "processed in Hawaii" pursuant to HRS section 486-119.

Appropriates unspecified sums for fiscal years 2023-2024 and 2024-2025 for facilities on Molokai (utilizing axis deer for food, leather, and pharmaceutical products) and Oahu; requires annual legislative reports on network activities and progress toward food security goals; effective July 1, 2050.
