S.B. 1557 Summary

• Establishes procedures for custody, inventory, and care of protocol gifts received by legislators and state employees from foreign officials, federal officers, or other government representatives as gestures of goodwill.

• Requires recipients to report protocol gifts to the state archives within 30 days, including gift description, date received, donor identity, and current location.

• Designates all protocol gifts as property of the State, with recipients responsible for maintaining written records available for public inspection and exercising reasonable care in gift maintenance.

• Allows recipients to display gifts in their offices or transfer them to state archives at any time; upon leaving position, recipient must either update location if moving within State, transfer to successor, or transfer to state archives within 30 days.

• Excludes protocol gifts from personal gift disclosure requirements under Hawaii's ethics code; effective July 1, 2112.
