Increases community forum requirements from one annually per county to at least six forums annually statewide, with at least one forum required in each county.

Designates less than a quorum of board members to attend each community forum, with one member appointed as chair of the forum.

Classifies community forums as permitted interactions under Hawaii's open meetings law (section 92-2.5) rather than exempt meetings, requiring written public notice with posting and filing requirements.

Requires the Board of Education to include an open forum at the end of each duly noticed public meeting to allow public testimony on non-agenda matters within the board's jurisdiction.

Requires the board to submit a report to the legislature no later than twenty days before the 2023 regular session on efforts to implement open forums at board meetings.
