S.B. 1568 Summary

• Extends the deadline for counties to adopt a surcharge on state tax from March 31, 2019, to December 31, 2023, for counties that have not previously established such a surcharge.

• Authorizes counties with populations of 500,000 or less that adopt a surcharge after December 31, 2022, to use surcharge revenues exclusively for housing infrastructure, including water, drainage, sewer, waste disposal, and waste treatment systems.

• Permits counties that established a surcharge on state tax prior to March 31, 2019, to amend their surcharge ordinances to change rates or authorized uses by December 31, 2023, with changes taking effect January 1, 2025.
