Establishes a temporary Telework Working Group to evaluate workplace issues including long-term vacancies, employee hiring and retention, departmental telework applicability, policy uniformity among agencies, and productivity metrics for telework versus in-office work.

Working group membership includes the Director of Human Resources Development (chair), Attorney General, Director of Labor and Industrial Relations, Director of Business Economic Development and Tourism, and one exclusive representative of state employees participating in the telework program.

Members serve without compensation but receive reimbursed expenses; additional members with special expertise may be invited with chair approval; members are exempt from Hawaii Revised Statutes chapter 84 conflict of interest requirements.

Working group must submit an interim report to the legislature no later than 20 days before the 2024 regular session and a final report no later than 20 days before the 2025 regular session.

Appropriates unspecified funding from general revenues for fiscal years 2023-2024 and 2024-2025 to be administered by the Department of Human Resources Development; working group dissolves June 30, 2025.
