Creates a new bargaining unit (16) for employees of the City and County of Honolulu's emergency services department, separating them from bargaining unit (10) for institutional, health, and correctional workers.

Excludes City and County of Honolulu emergency services department employees from bargaining unit (10) and establishes voting procedures for the new unit (16) that grant the governor six votes and mayors one vote each if they have employees in the bargaining unit.

Applies impasse resolution procedures (mediation and arbitration) to the new bargaining unit (16), consistent with procedures for other essential occupations.

Preserves all rights, benefits, and privileges currently enjoyed by affected employees under Hawaii Revised Statutes chapters 76, 78, 87A, and 88, with no break in service during the transition.

Takes effect January 1, 2050.
