• Amends Section 440G-8.3 to require the Director of Commerce and Consumer Affairs to consider the economics of providing access in service areas, including connectivity, digital literacy training, media literacy training, and workforce development when ensuring fair terms for access organizations.

• Modifies Section 440G-14 to require cable operators to report viewership numbers for channels designated for public, educational, and government (PEG) access use to the director alongside their financial, technical, and operational condition reports.

• Limits viewership reporting requirement to PEG-designated channels only, not all cable channels.

• Takes effect on July 1, 2050.
