Prohibits sellers from charging shipping or delivery fees that exceed the actual cost incurred by the seller to ship or deliver consumer commodities or consumer packages to Hawaii consumers.

Establishes that overcharging for shipping and delivery constitutes an unfair and deceptive trade practice under Hawaii law.

Addresses the legislature's finding that Hawaii residents are often barred from free or reduced-rate shipping offers available to consumers in other states.

Applies to any sale or purchase of consumer commodities or consumer packages shipped or delivered to consumers within the State of Hawaii.

Effective date: July 1, 2050.
