Establishes a Health Care Facilities Labor Standards Working Group within the Department of Health to research and make recommendations on labor standards for hospitals, care homes, and dialysis facilities in Hawaii.

Working group shall assess best practices and potential benefits of implementing minimum staffing standards, hospital staffing committees, and mandatory meal breaks, rest breaks, and overtime standards.

Working group membership consists of one board of nursing member (chair), one representative from Hawaii Health Systems Corporation, and six members with health care industry experience selected by the Senate President and Speaker of the House.

Members may request assistance from the Department of Health and Department of Labor and Industrial Relations and shall serve without compensation but receive expense reimbursement.

Working group must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2025 regular legislative session; bill takes effect December 31, 2050.
